Completion of technical assistance to the Ministry of Transport of Montenegro

Montenegro, located on the Balkan Peninsula, covers an area of 13,800 km² and has a population of 625,000. It suffers from a severe lack of transport infrastructure, exacerbated by limited financial resources, both local and external. 

The European Union, through the Instrument for Pre-Accession Assistance (IPA), has financed a technical assistance contract for the preparation of strategic actions in the road and rail subsectors, which has been carried out by a consortium led by TYPSA and has been successfully completed after four years of work. 

The project has provided technical support to the Government of Montenegro, through its Ministry of Transport, with the aim of identifying strategic actions and prioritising and providing mature projects ready for financing, tendering and implementation, thus contributing to the improvement of the national transport system in terms of quality, efficiency and safety. 

In the road sector, 13 “black spots” identified in the road network have been addressed through the preparation of road safety and traffic studies, the drafting of construction projects and the preparation of tender documentation under FIDIC conditions, with an estimated investment of €15 million for 11 locations. 

In the railway sector, studies and projects have been developed for the rehabilitation and modernisation of three railway sections totalling approximately 37 km, as well as an additional 14 km in stations and sidings. The work has included the refurbishment of tracks and stations, the integration of existing bridge and tunnel projects, and the preparation of tender documentation under international FIDIC standards, with an indicative investment of €61 million. 

In addition to the technical studies, the project has included the contracting, coordination and supervision of topographical, geological and geotechnical research campaigns, as well as the preparation of feasibility studies, cost-benefit analyses and environmental documentation in accordance with national regulations and European Union standards. 

Throughout the development of the work, the consulting team has organised technical workshops and informative seminars with the key institutional players, as well as meetings of the project’s Steering Committee with the Ministry of Transport, the European Union delegation and the final beneficiary entities, ensuring the technical and strategic alignment of the actions. 

With the formal delivery of the final results and documentation, Montenegro now has technically consolidated projects that are aligned with European requirements, facilitating the mobilisation of funding and the future implementation of priority investments in its transport network. 

Within the framework of the Project Preparation Facility (PPF), sub-projects have been prepared with an estimated joint investment of €76 million.
