The Health and Safety Coordination for this construction site combined preventive planning with the control and monitoring of the application of preventive measures.
TYPSA’s “Construction Stage Health and Safety Coordination Guide ” proved to be an excellent tool for the tasks and procedures carried out by the coordination team. It also provided guidance for the coordination of documentary procedures with the contractor and the control of on-site activity.
In addition, a new and innovatory organization chart was put into practice which included the designation of 2 Health and Safety Coordinators, one on site and another part time. The part-time coordinator assumes equal responsibility and generally supervises the work. Functions include liaison between TYPSA and the developer; technical support; and liaison between the on-site coordination team and the different specialists at TYPSA, who are available to deal with the range of activities involved in the construction work.
The on-site Coordinator checks the contractor’s preventive planning; reviews and corrects documents, procedures and instructions; and monitors the inplementation of the preventive measures stipulated in the Safety Plan. In short, coordinates the control of work methods and is up to date with the progress of the work. This coordinator is assisted by two Health and Safety Officers who monitor companies, staff and machinery on site. In the period from 2005-2010 there were:

CONSTRUCTION OF THE HIGH SPEED RAIL LINE TO THE EAST COAST OF SPAIN
TYPSA was contracted to coordinate Health and Safetyin more than 60 infrastructure construction contracts, some of which included superstructure. An average of 4 coordinators are needed, up to a maximum of 6. The construction budget is estimated at approxmately €3,000 M.
The railway line includes:
- A 7.25 km twin tunnel, excavated with a TBM (world record for length excavated per day: 91.8 m, 58 concrete segment rings installed)
- A total of more than 5 km of tunnel excavated using traditional methods.
- A total of 8 km of cut and cover tunnels.
- The viaduct over the Contreras Reservoir, which is 578.25 m long and set a European record for the largest concrete arch in railway construction.Span: 261 m.Height above water: 37 m.
- Viaducts totalling a length of 70 km.
With a sustained average of approximately 2,000 workers, the figures show a considerable annual reduction in the incident rate since TYPSA began work (January 2008):
- 8133 in 2008
- 6302 in 2009 (reduction of 22.5%)
- 3625 in 2010 (reduction of 42.47%)
